Rules: Both Neji and Toku are treated as A Rank ninja
Neji sat high in the canopy of a tree located in the vast forests surrounding his home. He was just enjoying his day as he threw some rocks he picked up earlier into the distance. He had not a care in the word other than maybe practice some archery later. For now, some down time was needed, a much deserved break of sorts. But if someone were to interrupt his peaceful day, may god have mercy on their souls.
Katsumoto was hunting down his target. A six armed man named Neji Hitogumo and the bounty on his head was substantial. The man who ordered his death or capture was a Lord himself. Funnily enough the man thought he had to tell Katsumoto "No disintegrations". Katsumoto readied his sword from the tree above slowly taking care to keep his blade from shimmering in the sunlight. Meanwhile he charged chakra throughout his body.
Neji continued throwing stones until the shimmer of something caught his eye. He quickly jolted upright and grabbed his bow resting on the tree trunk. With two lower sets of arms he began hand seals and a charge through his body. His third eye jolted open and his vision field became more clear as to what was going on. Now his perfect day was ruined, fantastic. Now he had to stop something from killing him or just figure out if he as hallucinating.

Name: Demonic Spider Release: Opening of the Third Eye Canon/Custom: Custom Rank: E Type: - Element: Kekkai Genkai/Dojutsu Distance: Self-300 yards Description: Passive. The user opens the third eye located on their fore head. When the eye is open it allows the user to increase the accuracy of long ranged weaponry along with the range it can be used by x2 of the original range (50 yards would become 100 yards). The eye also has the ability to stay open, constantly following the a single target, while giving the user user power to blink with their normal set of eyes. The third eye can only stay open for 10 posts. Must pay 5 chakra to close after 10 posts, if not the lose 50% vision in the eye permanently after one post, 75% after 2, and 100% after 3 posts. 4 post cool down.
Katsumoto realized that his target had gotten startled by something so he quickly ducked behind the tree trunk and then jumped down to Neji's tree, two branches above giving Katsumoto a distance of 20 ft from the top of Neji's head. Katsumoto still trying hard to keep his target alive yet disarmed and neutralised raised his right hand, pointed it towards Neji and for lack of a better word sent a bunch of electrical currents from his fingers creating a small field if you will, of electricity headed right towards Neji at 60 mph which would be 88 feet per second. If lucky Katsumoto would be able to head home before dinner.

Name: Force Lightning Canon/Custom: Custom Type: Ninjutsu Element: Raiton Distance: short to medium range Description: Katsumoto charges the Chakra in his body and shoots it out of his fingers creating arcs of electricity going 60mph (speed is fast due to less severity of burns) that once it hits the object it causes 2nd degree burns all over where the lightning strikes and the opponents body will shake with uncontrollable muscle spasms for 2 posts and paralysis to the body where it is hit for 1 post. Can be used twice per topic. It requires a charge-time equivalent to other jutsu at this rank according to the rank of the user, 2 round use, 6 round cooldown. It costs as much chakra as jutsu at this rank.
Neji sighed and began a charge of chakra into his body as one set of hand seals became complete. He leaped backward from the tree, as he heard the sound of the branches above him creaking and bending, along with the leaves rustling, and stared up at his assassin. A large scream escaped his mouth just as lightning began to jolt at his body, which was only ten feet from the original branch, still in range for the sound waves. The scream, blood curdling, but allowing Neji a slight time to get away. Two web lines appeared from Neji's open hands, allowing him to suspend himself in mid air to stop his falling, but using up his only free movement before the counter effects of the genjutsu kicked in. A lower set of hand seals still continued as he watched the fight unfold, along with a charge. The third eye now had a lock on his target, the deadly lock the wouldn't let up.

Name: Hitogumo Secret Scrolls: The Spider Shriek Canon/Custom: Custom Rank: B Element: - Type: Genjutsu Range: Sound waves (25-30 feet) Description: After handseals, the user lets out a massive high pitched shriek. When the opponent comes in contact with this sound, it triggers the genjutsu. The victim thinks and feels like they are trapped in a spider web were a large spider comes and begins to feed on them. In reality, the victim is stationary and the user can move five feet and use their arms, but for the most part remains still. Lasts 1 post of total lock down, then the victim can move his limbs freely but is still in the illusion for 2 more posts. Broken by C+ rank Kai, or until pain is inflicted. 2 post cooldown required.
Name: Web Lines Canon/Custom: Custom Rank: D Type: Kekkai Genkai Element: - Distance: See Desription Description: Passive. The members of the Htiogumo clan have the ability to shoot web from their hands that the can swing from and pull themselves with it. As rank increases so does the size of the web.
Katsumoto then saw where Neji jumped a giant web...and Katsumoto was caught in it. Fuck me, why did it have to be spiders. Fucking spiders every time I do something. Why couldn't it be snakes? Katsumoto thought to himself. Then looking up he saw a Giant Spider slowly headed his way with it's appendages all sticky and nasty. "God damn you're a big one too!"
Neji grinned as his target obviously had fallen prey to the genjutsu. The next post Neji would regain movement and all he would break loose, though he could still use his arms. The hand seals he was doing ended and he activated a special technique that he had recently developed. Neji opened his mouth and shot a condensed ball of web straight at the poor man trapped in the genjutsu. It would travel at 50mph until it came in contact with its target, which in this case as the man stuck who stood immobilized. 40 foot web lines would shoot in every direction, trapping the whole canopy in a dense web that could easily slice through skin. Neji began to form his trusty war bow, his trump card for these occasions.

Name: Spider Art: Web Unrolling Trap Canon/Custom: Custom Rank: A Type: Kekkai Genkai Element: - Distance: 0-100 yards Description: Hand seals required. After hand seals, the user does emits a condensed ball of web from their mouth at 50MPH. When the web lands, it explodes into a lard 100 yard forest with little space between web lines (7ft). The web is sharp as razor blades, cutting into the skin only a small amount, but tears more as the enemy struggles (The more they move, the more damage it does), eventually cutting through muscle from cutting in the same location. Twice per topic. 10 post cool down.

Katsumoto finally got free of the web just as the spider was bearing down on him and jumped down, barely dodging a big piece of web goop from his target. Going all the way down to the forest floor when Katsumoto looked up again a web was all around the forest for one hundred yards. Charging chakra in his hand Katsumoto shot flaming balls at the webs source (where it landed), and at Neji. Katsumoto's thinking was, If I can catch the forest on fire and the webs on fire I will have free movement and I will keep Neji trapped in his own trap due to the flaming webs. Katsumoto then started to cut at the webs that were closest to him so that he would have a bit of breathing room. That's when a few cuts appeared on Katsumoto's arms and legs, a painful choice yes but one that had to be done to make sure that Katsumoto wouldn't get more later on.

Name: Dragons Breath Canon/Custom: Custom Type: Ninjutsu Element: Katon Distance: Short to medium range Description: Katsumoto gathers large amounts of chakra in his fist and releases it by opening his palms to shoot blue balls of fire the size of bowling balls at his opponent, causing minor burns to the 2nd degree and can cause anything flammable within the radius of the fireball will catch on fire and will spread like a fire. The user can fire off up to three spheres per post meaning a maximum of six per use. The velocity of the flaming "spheres" is 30 mph. It requires a charge-time equivalent to other jutsu at this rank according to the rank of the user, 2 round use, 4 round cool down. It costs as much chakra as jutsu at this rank.
Ok, since there is a misunderstanding with my genjutsu here and I haven't been able to be on at the same time as Toku.
The genjutsu lasts three posts, one post they are completely stuck in the web, the next two they get movement of their arms, then their legs back, as if they flail to get free from the web. Secondly, that jutsu you used needs a one post charge, which you did not have.
hmm you should post that in the jutsu then. I do however understand the fact that my jutsu wasn't charged. Just caught that. Still I'd like another to check what you posted about the jutsu and state whether or not I am stuck. Reason being, same reason you escaped my lightning. Not enough info on the jutsu. Not trying to argue the charge bit I'll fix that, however I just want the same fairness with the jutsu as you got towards mine at the time.
