I would like to state afew problems I find in the clan first. I feel that the mangekyou should have another way to get it other than getting S Rank mainly because it severly limits all uchiha. Secondly, Phoenix Sage Art his B Rank, 3 Post charge. Should that be cool down instead?

Well to answer the mangekyo question, I think it's fine. Mangekyo is very powerful, and allows for Amaterasu and Tsukiyomi, which are very powerful jutsu. We can't let any Uchiha have it, those who want it need to be dedicated to get it.

I agree, but I feel that jounin should be the proper rank for Mangekyou and Eternal Mangekou at S only because the chances of hitting SS Rank are incredibly low

In the show, to get mangekyo you must kill your best friend. To get eternal you must kill your brother. In the show this right here is very hard to do. To transfer to forums, S rank and SS rank are very hard to get, so it becomes fair.

-2 Tomoe allows the user to see chakra, copy movements, copy ninjutsu of the user's rank (once payed for and registered.) The reaction time and speed of the user is also raised by 20%-

Ok, now thats cleared up, final question is the Katon Phoenix Sage Art. If it is a B Rank and takes a charge longer than Amaterasu I don't want that to fly, I assume its still a typo, but If its not I think the rank should be dropped a tad bit

No, not approved. This app needs to be adjusted. The Clan app is set up to where the rank of each jutsu are labeled above the templates. You guys dont have a rank for ANY, of the jutsu.

Um I might be wrong, but I see the rank when it says type, and the cooldown...
