The degree of each stage isnt all that bad in my opinion, however I need to ask if the power, speed and reaction boosts stack with each other

I'm not going to be able to let you have passive increase in your lightning and wind by 20%. That has to be done through an item that will cost you a fortune. Plus it can either only be limited to clan jutsu or one elemental jutsu, not two. Your already getting a decent amount of stat boosts from what I can see.

No, wind isn't boosted. The user takes on damage from wind at higher power. I can reword it to this if you'd like:

The user is 20% less resistant to fuuton jutsu.

OR I can just get rid of the whole concept if you would rather me not touch those areas at all.

And Takeshi, they do stack. (Otherwise.. there would really be no difference from the last stage and the first other than hair color. Does that make sense?)

I'll start by saying that if you aren't gonna be less susceptible to fuuton if lightning is your affinity. Lightning is weak vs. Wind, not stronger. If anything, you would be 20% less effected by earth. On that note, its just best that you take it out completely.

No if your stats stack, its easier just to give the increased number of your stat boost in the next stage. Do so now to clear up the confusion.

Onto the jutsu.

First off, it should say, 'Charge time equivalent to handseals at this rank'

Thunder Style: Charge - 20% increase for 10% at D Rank is too much. 5% at the most, or 10% if you reduce the duration to 6 posts. Cooldown needs to be higher than the duration.

Thunder Style: Thunder Punch - Give the dimensions of the affected area. Call them 1st degree electrical burns. Numb for the first post, second post, the enemy regains 70% feeling back. Cooldown needs to be 5.

Thunder Style: Cell Acceleration - this needs to be C-A Rank if you keep it as it is. No way a D Rank is gonna be able to heal a 3 inch deep wound. If you keep it C-A, you'll have to give up one of each technique that you already have at their respective ranks. You give the depth of the wound but not the overall size.

This covers all the D Ranks. Make your adjustments then bump.

Thunder Punch - It still doesn't say what its supposed to.

1st post - Completely numb area

2nd post - 70% feeling returns

3rd post - All feeling returns to hit area.

Cell Acceleration - At D Rank, its only going to be able to cover minor wounds only. Maybe if it were C Rank the medium would come into play.

Cell Acceleration - Last edit. It can only heal the part your holding (not the entire wound if it stretches beyond your hand) for that single post of holding. Cooldown needs to be 4.

Lightning Aura Minor - Lasts too long. Maybe 4 posts at C Rank. C Rank Jutsu cannot paralyze an entire limb. Maybe up to the elbow or knee. If your coating your whole body in this, even at C Rank, you need a drawback because this is basically an auto hit. One drawback would be you could not perform offensive maneuvers while it is in effect. You may want to rethink it completely, but this is your option for now. Not jutsu for this rank, 'charge equivalent to handseals at users rank' (You may want to correct that all the way through your app while your ahead. I dont wanna keep sayin this)
